Draft conservation area and appraisal and map for public consultation for proposed new conservation area.
RESOLVED to authorise the Corporate Director of Legal, HR and Regulatory Services to consult on the Draft Dalston Conservation Area Appraisal and conservation area boundary prior to it being considered for formal adoption by the Council.
REASONS FOR DECISION
13.1.1 This decision is required in order to ensure that the area’s heritage is recognised and a full and up to date conservation area appraisal is in place that clearly sets out the area’s qualities and identifies threats and weaknesses.
13.1.2 This decision is required in order to ensure that the conservation area boundary accurately reflects the historic environment in this area and ensures that appropriate protection is in place.
DETAILS OF ALTERNATIVE OPTIONS CONSIDERED AND REJECTED
13.2.1Consideration was given to extending the existing Dalston Lane (West) conservation area to incorporate the area covered by the proposed Dalston conservation area. However, this was rejected as the two areas have distinct characters that are more suited to separate conservation area designations.
13.2.2The option of doing nothing was rejected as the 2013 Dalston Area Action Plan (AAP) identified a need to undertake a character appraisal of the area’s heritage assets.
RECORD OF CONFLICTS OF INTEREST AND DISPENSATIONS GRANTED None
Reason Key: ii) Two or more Wards;
Wards Affected: Dalston; Shacklewell;
Why is the decision being taken?: Dalston has been identified as a coherent townscape of heritage buildings that require conservation area recognition in order to manage future change in the area.
